Briefing on MOH Directive
KEHPHPU and KNUMLO today 28th April 2025 held a briefing on the transition of select public health functions to the Kenya National Public Health Institute (KNPHI). They demanded transparency from the institution and warned of a possible disruption through a threat of a strike by downing tools.
Two public sector unions addressed Ministry of Health (MOH), the head of public service as well as the public service commission over the rush to create KNPHI without involving public participation. They have overlooked the 2010 constitution in total disregard of article 118 and article 196 of the constitution. They also ignored the laid down human resources manuals and policies.
MOH gave an order directive on 22nd April 2025 Ref:MOH/CS/VOL 11/76 directing public health and laboratory functions to KNPHI without a clear legal framework. Any implementation of a Government policy should involve all stakeholders. It was done in a hurry leaving out the players and even the two major unions were not involved.
The leadership of the institute, KNPHI was put in place without involving the inputs of relevant players in this sector. Even the two unions were completely excluded. The legal framework of the institute, KNPHI was done in a hurry without following the required procedures. The silence of the Public Service Commission is also a cause of concern.
